What exactly is free
Every domestic bus (RGTR, AVL, TICE), the Luxembourg City tram, and CFL trains in second class cost nothing across the whole country. That includes routes from the airport into town, the tram from Kirchberg to Gare, and trains out to Vianden, Clervaux or Esch-sur-Alzette. You do not need a ticket, an app, or to tap anything. Just board. The policy applies to residents and visitors alike, no ID check, no tourist card required.
First-class train seats still cost money (around 3 euros for a short hop, 6 euros for longer runs), and cross-border trains to Trier, Metz or Arlon require a ticket once you leave Luxembourg territory. Night buses in the capital on weekends are also free.
What the free system does not cover
The funicular from Pfaffenthal to Kirchberg and the Pfaffenthal panoramic lift are both free too, which surprises people. But tourist-oriented services are not: the hop-on hop-off city bus, the Petrusse Express tourist train, and the boat trips on the Moselle at Remich or Wasserbillig all charge normal rates (around 15-20 euros). Taxis are expensive (a 10-minute ride easily hits 25 euros) and rideshare barely exists. If you rent a bike through Vel’oh in the city, that has its own small subscription fee.

Do I need to validate anything on the bus or tram?
No. There are no validators, no ticket machines to use, and no inspectors checking domestic travel. Just get on and off.
Is the train from the airport free?
There is no train from Findel airport. Bus 16 and bus 29 run into the city centre and both are free, taking about 25 minutes to Gare.
