The top three
1. Chemin de la Corniche. Called "the most beautiful balcony in Europe" by Luxembourgers, and they’re not wrong — you get Grund, the Alzette, the Rham plateau and the Neumünster Abbey in one sweep. 2. The viewing platform at the top of the Pfaffenthal panoramic elevator, on the Pescatore side. Free, glass-floored at the base, and it frames the Pfaffenthal valley and the red Grande-Duchesse Charlotte bridge. 3. The Passerelle (old bridge) walkway, especially the pedestrian side, looking north to Pulvermühle and the viaducts.
These three cover the three angles of the old fortress: the eastern valley (Corniche), the northern gorge (Pfaffenthal lift), and the southern approach (Passerelle). Hit them at different times — the Corniche glows at sunset when the sandstone catches the light, the Pfaffenthal platform is best in clear morning weather, and the Passerelle is atmospheric after dark when the ramparts light up. All three are within 20 minutes' walk of each other.

4. The Bock promontory itself, looking east from where the original castle stood. 5. Fort Thüngen on Kirchberg — the "Three Acorns" fort has a ridge-top platform looking back across the Pfaffenthal valley to Ville Haute. 6. Place de la Constitution, home to the Gëlle Fra monument, with a straight-shot view of the Adolphe Bridge and the Pétrusse valley. 7. The Rham plateau above Grund, less-visited and reached by steps from Clausen, with a reverse angle of the Corniche.
Fort Thüngen is the sleeper pick — most visitors go to Mudam next door without walking five extra minutes to the fort's platform. The Rham plateau is quieter than anywhere on this list and rewards a picnic. Place de la Constitution gets crowded because the tourist buses stop there; go early or accept the company. All seven are free, all reachable on foot from Gare or Ville Haute, and all connected by the city's free trams and lifts.
